IN order to protect Merseyside's vulnerable teenagers Liverpool city council is proposing to upgrade the classification of films to 18certificate if they depict images of tob-acco smoking. I have no wish to denigrate Liverpool - some of my best mates are Scousers - but in the national league of crime it comes fourth.
